To perform a wide variety of semi-skilled and skilled tasks in the maintenance and repair of water and sewer lines, including the operation of heavy motorized construction equipment; act as crew leader assisting the supervisor in the assignment, coordination, training and work review of a crew.
Oversee and participate in the installation, maintenance, repair and testing of fire services, valves, water mains, fire hydrants, taps, backflow prevention devices and other associated water distribution facilities.
Operate a variety of light mechanical and heavy construction equipment including backhoe, jackhammer, tapping machine, self-contained breathing equipment, trenching machine, shoring, tamping machine, dump trucks, 3,000-gallon water truck and other equipment as assigned.
Locate and repair leaks in water distribution lines.
Provide lead direction and participate in the flushing and rodding of sewer lines.
Receive written and oral work assignments from supervisor, and assist in determining appropriate equipment, personnel and materials required for each project.
Take a lead role in assisting other personnel to master work techniques, new procedures and safety issues.
Request necessary materials used in water and sewer maintenance work.
Video inspect sewer lines.
Ensure compliance with Department of Public Health (DOPH) documentation requirements for cross connection control program.
Perform onsite surveys for possible cross connection and degree of hazard.
May be required to operate, repair and maintain a variety of hand and power tools and equipment.
Ensure adherence to safe work policies and procedures, including the set up of work area with safety signs, structures, and barricades; may direct traffic.
Request necessary materials used in assigned area of responsibility.
Make decisions in field regarding work processes, consulting supervisor when necessary.
Complete a variety of reports and forms including time and equipment records and work orders.
Provide lead direction and train other personnel in work procedures and safety issues.
Ensure adherence to safe work policies and procedures.
Respond to public inquires in a courteous manner.
Be available for emergency call outs during non-work hours.
Provide information within the area of assignment.
Resolve complaints in an efficient and timely manner.

Knowledge & Abilities
Materials, methods, procedures, equipment used in construction, maintenance and repair of water and sewer lines.
Occupational hazards and standard safety practices including OSHA regulations.
Traffic laws, ordinances, and rules involved in truck and heavy equipment operations.
Underground Service Alert (USA) system and ability to interpret USA marking.
Some knowledge of the principles of effective supervision.
City water and sewer systems.
California Department of Public Health documentation requirements for cross connection control program.
Independently perform the more difficult maintenance, construction, and repair work for water and sewer lines.
Interpret, explain, and enforce City/Department policies and procedures.
Read and interpret construction plans and specifications related to work assignment.
